Under Select and Pan, the empty paper inside a selected Length or Dimension moves the whole markup. Setting a scale keeps the two points you clicked when you open the unit menu and press ✓. A short span says how far off the scale can be, and offers Zoom in. Native dropdown lists on Windows use the theme's solid panel.
With Select or Pan, a press on the empty paper inside a selected Length's or Dimension's blue box moves the whole markup, the same as a press on the dashed ring. A raised number leaves most of that box empty, and a press there used to do nothing. The dimension line still slides, and a Length's number still drags on its own. (#819, ENG-342)
When the two clicks of Set Scale are under 100 screen pixels apart, the distance card says "Short span · about ±N%" and offers Zoom in. Zoom in frames those two points and asks you to click them again. The warning uses the zoom the clicks were placed at, so zooming the sheet yourself afterwards does not make that capture more accurate. (#819, ENG-342)
